The Housing and Human Services Division of the City of Livermore works to maintain and expand housing opportunities for lower to moderate-income households throughout the City. Purchasing a home in the City of Livermore is a wonderful choice, as Livermore is a community that cares about maintaining the character of its neighborhoods and enhancing the quality of life of its citizens.

Coming Soon - Affordable Homeownership Opportunities !!! The application process for the sale of 3 and 4 bedroom below market rate homes to eligible first time home buyers will begin in early 2019. If you would like to be notified when applications are available, please sign up on the Affordable Housing Interest List, if you have not already done so.   

ECHO Housing offers FREE one-on-one pre-purchase counseling to residents of Alameda and Contra Costa counties or those who have applied for one of the City's homeownership programs. The counselor will examine and identify barriers to homeownership and will assist in creating an action plan with potential first time homebuyers. If you would like to see if you are ready, or would like some assistance in preparing for homeownership, this is a great first-step to take. Affordable Homeownership Program

The City of Livermore’s Affordable Homeownership Program (also known as the Below Market Rate (BMR) Program is an important part of the City’s overall affordable housing programs. Over the years, the Affordable Homeownership Program has provided residents with a valuable source of affordable ownership housing that would not have been achievable by other means.  There are several homes in Livermore that were built, under the City's Affordable Homeownership Program, to be affordable for very-low to moderate income first-time home buyers. These homes become available for purchase by eligible buyers when new developments are built or when existing homeowners decide to sell. These homes do have occupancy and resale restrictions, that require owner occupancy and restricts the way in which a buyer may re-sell the home.

Refinancing:

Are you the owner of a home under the City's below market rate program and interested in refinancing your first mortgage? Although you are not restricted as to which lender you choose to work with, it's suggested you choose a Participating Lender that has successfully completed loan transactions utilizing the City's BMR program.  Please provided your selected lender with the City's Subordination Terms and Conditions. Affordable Homeownership Opportunities: 

Hello Housing on behalf of the City received 763 applications for all 3 and 4 bedroom below market-rate homes that become available for sale during 2018. There will be 16 homes offered during 2018. The homes will be sold at affordable prices to Low- and Moderate-Income, 3+ person households. If you have any questions regarding eligibility, the program, the homes or the application, please contact Hello Housing at (415) 738-7833.

The next open application period is anticipated to be held in early November 2018. If you would like to be notified of this and other affordable homeownership opportunities please add your contact information to our Affordable Housing Interest List.

Lottery update as of 9-21-2018 - Applicants with 'Ranking' numbers 1-341 and four person households with 'Ranking' numbers 342-763  were invited to submit a full application. Of those  applicants, 96 applicants submitted a full application. Hello Housing has completed review of applicants #1-430 and is in the process of reviewing the additional applications for the remaining 4-bedroom homes.

To date, 8 applicants have purchased homes and 8 additional applicants have been conditionally approved and/or in contract to purchase a home.

PLEASE NOTE: All 3-bedroom homes are in contract and/or have been sold,  therefore 3-person household applications will not be reviewed at this time . Also, all moderate income homes are in contract and/or sold, therefore no moderate income household applications will be reviewed at this time.

Affordable Opportunities offered in 2018/2019

The Vines

 

The Vines development by Ponderosa Homes offered a total of seven (7), 3 and 4-bedroom single-family homes,  located on the corner of East Avenue and Vasco Road. Four of these homes were sold in 2017. In late 2018 two (2) homes (one 3 bdrm. & one 4 bdrm.) will be offered to households earning up to 80% AMI. In 2019 one (1) 4-bedroom home will be offered to households earning up to 120% Area Median Income (AMI) and . The Vines - Floor Plans 

Centra

  

Centra development by Signature Homes located on Central Avenue is offering seven (7) homes in this development at affordable prices beginning in mid-2018. These 4-bedroom, single-family homes will be sold at an affordable price to eligible 4+ person households with incomes up to 80% AMI (4-homes) and 120% AMI (3-homes).  Five of these homes will be sold in 2018 and two homes will be sold in 2019. Wayland - SOLD OUT

Wayland development by William Lyon Homes located on Sonoma Avenue will be selling eight (8) affordable homes in this development beginning in early 2018. These 3-bedroom, 2-bath single-family homes will be sold at an affordable price to eligible 3+ person households with incomes up to 80% AMI (4-homes) and up to 120% AMI (4-homes). Auburn Grove (coming in 2019)

The Auburn Grove development by Lennar Homes located on First Street, west of Portola Ave., will be selling 15 affordable three and four bedroom townhomes at affordable prices to eligible, low-income (80% AMI) and moderate-income (120% AMI) households beginning in 2019.
