Unified Program

Unified Program

The Unified Program is comprised of six environmental and safety programs:

  • Hazardous Materials Business Plan program (HMBP) - chemical inventory reporting, emergency response plan, training plan
  • Underground Storage Tank program (UST) - storage of hazardous materials in USTs
  • Aboveground Petroleum Storage Act program (APSA) - storage of petroleum based liquid products 
  • Hazardous Waste Generator program (HWG) - requirements for disposal of used motor oil, solvents and other chemical wastes
  • Tiered Permitting program (Tiered) - on-site treatment of hazardous waste
  • California Accidental Release Prevention program (CalARP) - storage/use of highly hazardous materials that cause significant off-site impacts

Businesses regulated under these programs are required to be registered in the California Environmental Reporting System (CERS) and submit information required by the individual programs that are applicable to the buisiness.  In addition, the Fire Department, which is the Certified Unified Program Agency (CUPA) for Livermore and Pleasanton reports inspection and enforcement information to this system.

The Fire Department conducts periodic inspections of businesses subject to the requirements of the Unified Program.  These inspections include a Fire Code inspection.
