Water Rates

The Livermore Municipal Water utility serves water to more than 28,800 Livermore residents. The balance of residents is served by the California Water Service Company, also known as Cal Water. California Water Service Company customers may click the link here to visit the Cal Water website.

The Livermore Municipal Water utility purchases all of its water supplies from water wholesaler Zone 7 Water Agency. The cost of purchasing the wholesale water supplies is set by Zone 7, and is passed through by the City to Livermore Municipal Water utility customers. On October 19, 2016, Zone 7 adopted a new rate structure with fixed and volume-based components that goes into effect January 1, 2017.

The total volume-based cost of water per 100 cubic feet for Livermore Municipal Water customers includes the volume-based wholesale water cost. This is noted as the "Wholesale Volume-based Water Cost Per 100 Cubic Feet" in the following rate tables. City Distribution costs are volume-based and are noted as the "City Distribution Cost Per 100 Cubic Feet". One unit is 100 cubic feet of water or 748 gallons. Shown in a separate table below, the wholesale fixed cost of water is passed through to all Livermore Municipal Water customers based on the size and type of their water meter.

Each Agency's Water Rate changes are implemented according to their budget cycles and upon notice to customers, as required by law. The Livermore Municipal Water rates may be adjusted in June annually. The cost of purchasing water from Zone 7 Water Agency may be adjusted in January annually.

Following an enactment of Conservation Rates which became effective April 29, 2014, the Livermore City Council has reduced Water Conservation Rates from the Stage 3 to the Stage 1 Conservation Rate level, effective December 1, 2014. Conservation measures remain in place.

The wholesale fixed costs is allocated to all City water utility customers in proportion to the safe operating meter equivalent capacity of a 5/8-inch displacement meter calculated at 20 gallons-per-minute. Meter equivalent determination is based on the American Water Works Association's manual of standard practices M1: Principles of Water Rates Fees and Charges.
